Limited progress in the Doha Round negotiations of the WTO has caused some people to suggest that the era of negotiations to reduce market access restrictions and other trade distorting domestic policies has passed and the way to move toward a more open world trading system is by using the WTO dispute resolution process to enforce the existing rules.有限的进展，多哈回合谈判的世贸组织已造成一些人建议，时代的谈判，以减少市场准入限制和其他扭曲贸易的国内政策，已通过的方式走向一个更加开放的世界贸易体系是使用世贸组织的争端解决程序来执行现有的规则。 Such a shift in strategy would undermine the original goals of the GATT and the WTO, reduce incentives for countries to make meaningful market access changes, increase the uncertainty in WTO trade policy rules and strengthen the hand of those who seek a mercantilist, managed trade system.这种转变的战略，会破坏原来的目标关贸总协定和世贸组织，减少奖励国家作出有意义的市场准入的变化，增加了不确定性，世贸组织贸易政策的规则和加强了这些谁寻求一个唯利是图，管理贸易体系。
