The release on November 6 of three working documents on agricultural export competition by Crawford Falconer, Chairman of the Committee on Agriculture of the Doha Round of WTO trade negotiations, has brought attention to issues that have had a low profile while member countries have argued about market access and domestic subsidies. The three documents provide specific language on export credit programs, exporting state trading enterprises and food aid. If agreements on market access and domestic subsidy language are not achieved, the export competition language could become part of a limited agreement.

Sugar is a perennial trade issue, and with Brazil producing ethanol from sugar it has also become an issue in renewable energy production and trade. The September 27 issue of the Sugar and Sweeteners Outlook from the Economic Research Service (ERS) of USDA provided information from the consulting firm LMC International on the cost of producing sugar in 2005/06 for 40 beet-producing and 62 cane-producing countries. The cost estimates allow comparisons of competitiveness across countries and regions and the impact of current and potential market changes.

The World Bank View on Trade and Agricultural Development PDF Print E-mail

The World Bank’s World Development Report 2008 addresses Agriculture for Development. This is the 30th yearly report on development and the first one on agriculture since 1982. Three-fourths of the world’s 850-900 million poorest people live in rural areas and depend directly or indirectly on agriculture for their livelihood. The World Bank’s interest in agricultural development fits with the Doha Round of WTO talks as the “development round.”

WTO Compliance Panel Upholds Findings on Brazilian Cotton Case PDF Print E-mail

To no great surprise, a three-member WTO compliance panel has upheld its findings in a July interim report that the U.S. has not sufficiently reformed its cotton support programs as directed in a March 2005 ruling. USDA and the USTR continue to believe the programs are in compliance with U.S. obligations under the WTO rules, but the WTO dispute resolutions process maintains a contrary view. The U.S. has 60 days to appeal the ruling, which it is expected to do.

U.S. farm policy is the center of attention as the WTO trade policy debate drags on. If the talks finally get serious, the EU’s Common Agricultural Policy (CAP) will share some of the spotlight. In August of this year the Australian Bureau of Agricultural and Resource Economics (ABARE) released “The European Union’s Common Agricultural Policy: A Stocktake of Reforms” that assessed the EU’s efforts to reform trade distorting agricultural subsidies.
